losing power

I have a 30 hp Mercury 4 cycle with 200 hours on it. I'm only getting 3200 rpm under load. It will idle fine at higher rpms. the water coming out of the pee hole is the same temp as the lake. I changed the impeller. The old one looked fine. Still cold coming out. Any ideas and guidance would be greatly appreciated. Thanks

ON most motors the water from the tell tale does NOT go through the engine block.
